There are quite a few out there that are fairly decent. Neopets is one of the best web-browser ones out there with plenty of security features on it. As for downloadable ones, Flyff (Fly For Fun) and MapleStory are extremely good for kids as well, with easy to understand interface, simple game play, and another safe environment.

For younger children try http://touchpaint.com It's a free site where kids can color images. Pick a color and touch an area. The touched area will then fill with the selected color. Site uses a Java applet.
