A border is the dividing line between nations. The state line is the term you are looking for. No one in the history of the US has ever been able to avoid prosecution by crossing state lines. They may elude capture for awhile. And with the advent of the telegraph to present day, it is becoming harder and harder for the elusive bad guy to stay loose for long.

You might be thinking of those old movies that show the cops giving up at a painted line, say from Texas to New Mexico. That was because the Texas cops had no legal standing in NM. That no longer holds true. Special laws allowing pursuit even by out-of-state cops are now in place.

they can't. used to be able to but now with homeland security any law enforcement officer in pursuit of a suspect holds jurisdiction while still in pursuit.
