I might get one of these for free, either the 15 gallon or 29 gallon, so could it be used as a planted tank with shrimp in there?

Any tank will do the job. as long as its a tank, you can use it.

Yes this can be used as a planted tank. However you'll ned to get lowlight plants as the eclipse doesn't have a lot of lighting.

You'll also want to swap out the default bulbs for something more tuned for plants.

Any tank can be used as a planted tank as long as you have suffecient lighting, ferts, ect.
