I keep seeing pictures of Bettas on the internet who's fins are exploding, in other words, it looks colorful and shows. My Bettas' fins always lay down, so I was wondering how can you make his fins pop out.

bettas only keep their fins down if they are unhappy. do you have proper housing for him?
proper housing is a tank big enough for a filter and a heater, this is usually about 5 gallons. the temp should be around 75-80degrees, they are tropical fish. bettas like plants in their tank, a plain bowl or tank is rather boring, like living in a house that's completely white and has no furniture.
if you do not have the proper housing for your betta he is most likely depressed. try providing him with these things and he should perk up. if not put a mirror in front of him for no more than 10-15mins a day, this doesn't just make him mad, it provides exercise which is actually healthy for him. but more than that and he could wear himself out. once he gets exercise he'll become more active in general and be more likely to display.

If you show him a mirror or a picture of a male or female betta, he will flare. Don't leave the picture or mirror there all the time, or it will stress him.
It's a mating thing. He flares to scare the other male away from his territory, or to impress the female. Either way, you can see how it would wear him out to always be flaring.

use a mirror or a other male betta and put it beside the tanks so that he can see his reflection or see the other male betta.... then both of them will flare and show their fins.... it is a pretty sight... get a short tail and make it flare.... now that is a beautiful sight.

Try getting/putting a mirror in or one right outside of the tank you Betta is in!

one way is to keep a mirror. you can partition the tank using a glass piece and keep a female in the other compartment. this will make him active. this is also the first step to do if you want to breed them, this will make the male and female familiarise each other with out getting them hurt due to chasing if you put them together suddently. another way is to give some live organism like very small earth worms as food. this will make him active. be sure that the worm is very small and he wont get suffocated.

Put a mirror in front of it. your betta will think its another betta getting into his terrotory and it will try to scare it off by showing off its fins and flaring. basically, hes saying: GET OUTA MY TERRATORY!!!!!!!!!!!!!!!!!!

use a small mirror and place it in front of his bowl, then he will blow all up for ya.
