I've purchased a TIVO for my parents. However, I didn't realize how expensive the monthly fee is. In looking at Comcast's DVR it looks to be much better deal as far as money is concerned. So, I'm thinking of returning the TIVO and buying them a years worth of Comcast DVR.

Comcast DVR is best because if you already have Comcast cable, its just replacing your cable box with a DVR box. Which is also digital. TiVo is costly and you have to sign a contract.
The Comcast DVR is $9.95 per month and shows up on their bill. You can't just "pay a year." Give them like $100 towards it or something. Better yet, return the TiVo and give them a gift card to the store you bought it from and let them pick out what they want. Best Buy rocks for this.

Looking strictly at cost, the cable company's DVR is the way to go. However, in terms of the using the actual device, Tivo is so, so, so much better. I have a Tivo and can't stand to use anything else (I've tried). Tivo has features like Season Pass that no cable company can get right in copying. Plus, they give you the ability to transfer shows to your PC with TivoToGo.
That being said, if your parents have never used a DVR, then they have nothing to compare it with, so using the cable company's DVR should be suitable for them. But for those of us with a real Tivo, it's impossible to use anything else. That monthly fee is pretty steep, but you really do get what you pay for.
