i live in iran and my skill is librarianship
and i'm interesting in translating english children books to persian language but i don't know this processes

You must get permission from the copyright holder, which may be a publishing company or the author. This applies to distribution of the Farsi translation in other countries. In Iran, this may not be necessary. In Iran, the state is a law unto itself, and you may publish or print what you wish, regardless of whether it belongs to other persons.
