Why?
In math, when you have a big operation (one that has adding, multiplying etc..):
First you calculate everything in parentheses
Next roots and quares (if you have more than one, just go in order from left to right)
Then multiplying and dividing (left to right)
Last adding and subtracting
In this case first you need to multiply 4x2 = 8.
That's 16 + 8 - 10
Go from left to right now
16+8=24
24-10 = 14.

Sorry, but Jay is probably wrong about this, but her answer is the intuitive one. It depends more on the level of math you are doing. At a lower level, say 6th or 7th grade Jay may be correct, however at more advance levels multiplication and division are done before addition and subtraction. So the answer should by
16 + 8 -10 = 14
That's why parentheses are used. BTW, squaring is done before multiplication and division.
