I know IE7 is out but i am sure theres still many bugs in it, i would wait atleast anther month before switching over, sometimes the newest is not always the best.

I guess it happens beCOZ your other software and ofcource your hardware statue does not support IE 7
when they say you need these software and hardware for using a new software it usually needs more than that to work properly
so when a part of your computer comes high but other parts still in a low situation (maybe your hard disk or ram) they cant support each other
it can be becoz of your downloading situation too; maybe redownloading it can help that
sometimes the newsest version of a sofware has some problems in working
redownloading it after sometime may help that problem

Redownload, they may have fixed that bug and not put out a patch.
Re install with absolutely every non essential program stopped.
Go into tools/internet options and find out what sites it may be blocking, change the security settings if they are too high, and then just to be sure put the sites you want into the trusted sites list.

ver 7.0 is almost a totally different browser from a software standpoint than all of the other IE browsers. there are many, many, many bugs in that software, it shouldn't have been made available yet.

The first installation of explorer might of been corrupted. just defrag your computer, then try reinstalling.
