If you are talking about the Offical World Premier you either have to know someone who can get you in, win a contest, or win an auction that was done for charity.
The 3rd premire location or date has not offically been anounced. But all indications are that it will be at Disneyland in either May or June. Even though the actual screening is restricted, you can line the "Red Carpet". All you need to do this is get a ticket to Disneyland and stake out your place very early in the day, we are talking at park opening. Then 12 hours later you will be able to watch the stars and VIP's go down the Red Carpet.

I dont think the date has been realeased yet.
Last year an actor donated them to CBS to sell for charity, and you could buy them off of CBS.
