Production companies invest in music libraries for music used in commercials that broadcast on radio or TV ... It's not legal to to just use a track off a soundtrack CD without permission and or paying royalties. Some folks still try this in small markets but it could cost you alot if you get caught. Do a google search for commercial production music.
