It all depends on what you are going to do with it. If you don't care much about computers, you always go for the "value" level of laptop. Look at Consumer Report (you have to pay for online access) or pcmag.com (free) and see what is the latest value laptop they recommend, usually a Dell or HP. The situation might get a little bit complicated now that Windows Vista is coming out, but that doesn't that you should a have computer that can run it.
I would definitely go with a Core Duo, 1 Gig of Ram, 15-16 inch screen, Rewritable CD & DVD and a 80 gig hard disk if you don't have a massive music collection. All the Core CPUs are mobile and they are definitely an improvement over PIV or Celeron. If you can afford it, you can put more more money for a Core 2 Duo, a 120 gig hard disk, and definitely a better quality screen.

It depends on what you're looking for. I recently bought a 15.4" Core2 Duo. I originally bought a 17", but exchanged it as it was too large. The 15.4" is a good laptop to have on my couch while I'm watching TV. It also has a video card so I can game (although I'm not a hardcore gamer). It is pretty good for portability, but I am looking at getting a basic 12" now, as it will be more convenient for travel. It is important to determine size as it will affect how portable it is. If you want a system that will stay at home and replace a desktop, a 17" may be a good option. For portability, I think a 15.4" is stretching it and anything below is preferred. I would determine the size first. Next, look at your needs. If you are not going to game on it, will not need a graphics card and will not need to max out the processor and RAM. For basic functions, like Office and playing DVDs, stick to the basic models and save money....unless of course, cash is not an option. If that's the case, max out everything. :)

In this day and age, I would recommend at least 1gb of RAM (mainly because buying more is a hassle). Core2 Duo is generally a good idea simply because it packs more power for your mobility. And I would also recommend a high capacity battery (because sometimes the normal ones just don't cut it. I recommend the higher "cell" battery).

I would recommend the following specs:
Microsoft Windows XP Professional SP2
Atleast 1GB of RAM (cause any less is not so good)
A processor of atleast 2GHz
A 100GB Hard drive
A wireless card with wi-fi
A video card with atleast 128MB of Video RAM
Brand: HP, Gateway, or Sony
A sound card (thats like duh)
