A short tight skirt is the best thing on a windy day. If it hugs you fairly well, it won't blow up. A long or short flared skirt will easily fly up on you. I did have one day where the wind came up as we were sitting at an ouside restaurant. It was a warm day and I had on a flared mini skirt. As we were walking back to the car I could feel it blowing up and I tried to hold it down. My hubby said just let it fly and he walked behind me enjoying the view of my little thong that he would see me wearing as my skirt continued to blow up!

It depends on how long and how full the dress/skirt is. I had a problem with my knee length skirt on a boat at the beach because it was a peasant skirt and quite full. I ended up bunching up the fabric in my hands to make it less full so the air couldn't get underneath it. I don't wear shorter, fuller skirts on windy days now:)

Its harder to hold down a short skirt because the wind is going to blow up the skirt and reveal all to the world. Believe me, it has happened to me before.

short skirt.. if its a short skirt then why bother asking the question since the person wearing it wont care if it blows up and everything is seen.
as for long dresses/skirts.. not reely... its not.... and anyhow ppl are pathetic and dumb if they wear a long dress/skirt without a coat on in windy conditions!
as for short skirts... theres no point in wearing a coat in windy conditions if they're already wearing something like that! or maybe there asking for it...

long dress it horrible to hold down, but as a short tight skirt will stay down if its tight....church, i was wearin a long ugly dress and then the wind came it it blew up..not a pretty site, but at the mall i was werein a short skirt and it stayed down..
