Buzzing means you are slightly feeling the effects of alcohol (or some other intoxicant). You aren't drunk yet, but just buzzing.

It means that your "normal" state of mind has been altered a bit through drugs, alcohol or maybe even an extreme stimulus. You might feel different sensations when you are "buzzin".
