You would first need to ensure that your spelling checker is up to date. Then you need to make sure that the launch vehicle has no toxic or radioactive parts in case it explodes. Get clearance from air traffic control to keep aircraft out of the launch area. Make sure that the launch path goes out over desert or sea in case it crashes. Put in a self destruct feature so that if the launcher goes off course it can be blown up before it lands on your head. When it gets up there make sure that the communications frequencies don't interfere with any other satellites. Make sure that bits don't break off your satellite because even flakes of paint travelling at high speed can punch through other satellites or space suits.

Do you have some obsession with posting everything multiple times, or what? This is the fifth time in a row you've posted this question. You even posted your quote from CoolCat twice.

You will need a license to begin with.
Check with your local Flight Standard District Office. They will point you in the right direction for the application.
During the application process you will be given details about the applicable régulations for space launch.

Good luck with your interesting entreprise.

Excellent!
If you can't spell you can't be trusted with coping with the powerful rocket required to send anything up to space.
