I realize the jargonomic word 'pre-lit' means that you have an artificial Christmas tree decoration that was equipped with lights before you bought it. But the word 'lit' here is the past tense if 'light' and when the prefix 'pre', which means 'prior to' is put before a past tense usage the construction raises mind boggling questions. Best if this usage were to be used in a construction such as; I bought an artificial Christmas tree in a pre-lit condition. (Having no lights.) I have similar problems when I hear about 'pre-installed' software sold with a new computer.
If the cord was bitten off then don't use it or try to repair it. They aren't made to last long anyway. So don't risk starting an electrical fire. You must decide if buying another decorated artificial Christmas tree now is worth the money and effort.

I'm not big fan of pre-lit christmas trees now. I remember one accident with my first cat, he chewed through wires which i couldn't find what had happened to my lights and he climbed into the top the tree and the lights does not work anymore. When christmas was over, I took the tree apart and sat on the floor and took all the pre installed lights OFF (hell job) and threw the lights in the garbage (took me about LONG time ). I discovered he chewed 5 different places. Now all i have to do is put a new lights on so it would be easy to take off after christmas or find the broken wires in case. I wouldn't advise throwing your tree in the garbage if it had cost you a lot of money to purchase that tree at first. Just take the old pre installed lights off.
If it was cheap when you brought it, threw it out and I'll suggest you buy a new tree WITHOUT pre-installed lights or pre-lit.

It is best to buy a new prewired tree or new lights and put them on the existing tree. Also look in the pet section for a mild repellant for cats and dogs. Put a little of this on the cord to keep the dog away. Never repair a light string as safer to replace it.

You can probably repair the cord - though maybe not today if you don't have the tape on hand. You can splice the cord back on and secure it with eletrical tape.

fix the cord with insulation tape,and keep the dog away from the tree before it electricutes itself.

maybe, why don't u call an electrical person 1st. it may not b worth the price, a new tree may b cheaper especially as they r all half off now.
