The standard of hotels in St. Petersburg and Moscow isn't very good. Most of the better hotels in the center are incredibly expensive.
Having been to both places I would recommend that you stay at Hotel Moscow in St. Petersburg (situated by the metro station at Alexander Nevsky Square right across from the monastery, from 84 $ a night for a double room) and in Moscow at The Izmalovo Gamma Delta (in the urban belt of Moscow right by a metro station, from 100 $ a night for a double room).
OR you could be adventurous and try a home stay with a Russian family/person. There are several sites that offer exchanges and home stays. Personally I like the Hospitaly Club where people go and visit people in other countries. Sometimes you can stay with them for a few days free of charge. Other times they just have time to meet you for a day and show you around. The idea is based on the principle that you should be willing to give as well as receive so you also try to accommodate people when they are going to your country. Currently there are about 4,500 Russian members of which about 900 are in Saint Petersburg and 1,600 in Moscow.

It depends what you mean by reasonable. Most Moscow hotels are either shabby or expensive or both. Those few that are nice are very expensive. St Petersburg is similar. A Russian 3 star hotel is equivalent to a UK 1 star. I've stayed at the Ismailovski complex. Its a huge hotel out of the centre of Moscow, but right by the Metro so transport into the centre is easy.

Hotels usually ask you to send the slip of the credit card. It's normal. If you don't come they will charge you.
You have to book 1 month before. Becasuse there is a possibility that you will not find free rooms.
Izmajlovo is not a clean as maybe you used.
The clean hotel costs around $300.night.
In St Peterburg you can stay for only $50/night.

st petersburg you can go. not even people in st petersburg likes going to moscow. alot of angry people there.
