First of all most countries besides the United States use a technology called GSM on their cell phones. The only two GSM companies are Cingular and T-Mobile. All the other carriers use CDMA and TDMA such as Sprint and Verizon. All carriers are able to call most countries but they count that as a international call and that would be consider a long distance call and not a local call.
