Look in the bottom right corner of your screen where the clock, volume etc. icons are. There should be one in there which looks like a little gray flat thing with a green arrow floating over it, remember where that is.
1. Make sure Itunes is done adding files to your Ipod, shut down Itunes.
2. Go to that little icon with the green arrow over it
-right click it and left click "unplug or eject hardware"
-a window pops up, double click "usb mass storage device"
-another window pops up, select "apple ipod usb device" and click ok
A window should now pop up saying "your device can now safely be unplugged" or something like that, you can now unplug the USB cable from the ipod.
Note: If a window saying "your device can safely..." did NOT show up, and instead one came up with "this device cannot be disconnected safely now" it means Itunes was not finished updating or synchronizing the Ipod. Just make sure you do step 1 first and shut Itunes down if you really want to reset your computer.
Note 2: Charging Times for Ipod Nano:
Apple website lists Ipod full charge time of 3 hours, 80% charge time of 1.5 hours.
Ipod Nano uses a lithium-ion battery, this means you do not need to worry about fully emptying or fully charging your battery, lithium ion batteries do not suffer from a "memory" effect. Drain or recharge the battery as you like.

Most devices need an initial charge of 8 to 16 hours to properly charge the battery. If you fail to do this you may mess up the battery's ability to take a full charge.
With that said, restarting your PC should NOT affect the ipod from charging throught he USB cord. At most it'll be a quick blink off then back on and this should not be a problem as long as you don't try to use the ipod before it has a full chaarge.

Try right clicking the Ipod icon in itunes and there should be an option to eject it safely.
