does the receiver have to pay money to pick up Global Priority Mail?

No, if you pay for everything up front at the post office when you send the item then your receiver should not have to pay for anything. I just sent something Global Priority and no monies are due at delivery.

Depends how the sender set up the Delivery.

If import duties apply, yes. If no duties, it should be prepaid.
