Can PS2 games be burnt and run off a CD-ROM media?

Most of them are on DVD since they can't fit onto a CD; so most probably cannot (they could be burnt on a DVD though). Some could, but normal playstations couldn't read those; you'd need to modify them in some way that may or may not be legal in your country.
