While I am uncertain of the exact party responsible it is theorized that they were originally intended to keep ones balance while riding on horseback and stabilize the the foot in the stirrup. Later since the soldiers looked so tall in them fashionable men of the court started to wear them to stand taller and look more dashing. It wasn't until the late 1700's that they became an interest to women's fashion still being only worn to improve posture and prove status and women preferring fine satin slippers for dancing and sensible low heeled boots for walking and work. Today's Stiletto was invented originally for the catwalk to increase the legginess and best show the shorter styles of the 20's and then again in the 40's and beyond - other more sensible heels have been introduce by major film stars and include the "kitten heel" worn by starlets and ingenues and the "business heel" favored by no nonsense types like Katherine Hepburn.
