In my opinion if I was you, I'd get an acoustic guitar first. You have to crawl before you walk. You can practice without an amp, and you can work on learning your chords without disturbing others. You can go to a music store....and get a beginner guitar book. I recommend one by Mel Bay. It explains everything from learning how to tune your guitar, then explains and shows you how to start fingering the chords. Start there and buy you an electric tuner. Now understand that you won't learn how to play guitar over night and you're going to have to develop callouses on your fingers. So think of this......the more you practice, the better you'll be, then the better you are, the more you'll want to practice. And the more you practice, the more your ear will develop. Eventually you'll be able to play songs by ear. So, practice, practice, practice. If you put lots of effort into it, you'd be surprised how far you've advanced by this time next year. First get a teacher, it's the easiest and fastest way to learn. Also, get a tuition DVD so you can look back at things you can't quite manage in-between lessons.
Don't go and buy a super expensive guitar and amp, you could rent one from your local music shop if possible otherwise there are some good deals around particularly online.
You'll need a tuner and patience and to practise a lot. Also, with the tuner, when I first got my guitar, I couldn't tune it and broke a couple of strings, so a spare set wouldn't go a miss!!
But, remember it's great when you can play all the songs you like.
To play and play well, you need a teacher and half an hour daily in which to practice.

Get a QUALIFIED teacher - they can teach you to avoid bad habits and develop good ones. I recommend someone who knows classical training. All of the truly great guitarists have had some form of it - it really helps to master the instrument. Also remember that an electric guitar is different from an acoustic guitar - you can do things with an electric that would sound ridiculous on an acoustic guitar.

Learn to play chords first to develop familiarity with the fretboard. Most books tell you to learn how to read music first, but that would only confuse you when learning chords, and it is also alot easier to read music when you know chords.
