Dylan wrote the song, Mr. Tambourine Man, and I believe it was on Bringin' it all Back Home. Confirmed, I just looked it up. I disagree that it was asking a drug dealer. I believe it was a person playing music but really could be anyone you come across on the street. It just so happens to be early in the morning after a long night. Maybe after a long night of drugs or drinking, maybe not.

Yep Mr tambourine man It was about a drug dealer and was played on 12 string guitar the only other band at the time playing 12 string were the searchers which now do the number in their live act even today.
