If it is not a shut out, but an NFL team scores, the lowest score is 2 for a safety.

If the game is forfeit, the score is recored as 2-0. The rule for that:
• Forfeit. The Commissioner, (except in cases of disciplinary action; see last section on "Removing Team from Field"), League President, and their representatives, including referees, are not authorized unilaterally to declare forfeits. A forfeit occurs only when a game is not played because of the failure or refusal of one team to participate. In that event, the other team, if ready and willing to play, is the winner by a score of 2-0.

So it's 2.

It's 1-0 for a forfeit. The lowest actual score is 2.

well you can always score 0 points but if you mean the lowest a team can score points as in the team actually score points then 2 points is the least a team can score but only if you get a safety otherwise 3 points for an offense if they actually score points

2 points...is the lowest score....0 is not a score...it is nothing...A safety is the lowest score in the game...besides the Extra point which would mean you have scored a Touchdown (6 points)....and a forfeit is a win by default...no score involved...just a win because the other team is a no show or does not want to play...
