No, its not.

It used to be, and there was even a fancy revolving restaurant as well, but when the IRA tried to plant a bomb at the top around 1976, it was permanenetly closed to the public as a security measure.

I may be way off base, but if you're looking for a place to get a good view of London, go up the Monument for 2 pounds, or walk to the top of St. Paul's Cathedral for several pounds. Both are great.

Try the one in Vienna. There's a city that shows how to run a city.
