Verizon is the best service you can get. It's more expensive than T-Mobile and AT&T/Cingular. But in the latter services, the extra minutes you have will probably make up for the dropped calls or poor connection. They have more attractive phones though, and most of them come free after rebate.

I have Cingular, and I've never had to use any rollover minutes, but it's nice to know they're there. I also love their service.
They offer many different plans. We and our daughter have a plan in which any calls to or from other Cingular customers are free, meaning we don't lose minutes for those calls.
