Yes. You are safest by only doing business with someone who has a very high rating (preferably 100%) and has sold many things before. If you're a seller, you are taking a calculated risk.

After a few hundred trades on EBay I was only ripped off once. I bought a coin and the seller had advertised satisfaction guaranteed. Well I got the $100 18-something quarter and it had some damage that was not visible in the ad. When I tried to return it the seller said no-way. PayPal was no help at all and EBay's conflict resolution process was no help either. I had paid with Visa when I checked out on PayPal and they were the most helpful. They instructed me to return the item and get verification that it had been returned. Well the good ol post office proceeds to lose the coin in the mail. So in the end I got the refund but it came from the post office lost package insurance! And dealing with the postal service to get that refund was a lengthy and complicated process. I might have been better to just eat the $100 loss and take it as a lesson to not buy that kind of collectible item via eBay.

Yes as a seller I got ripped off very well by a buyer who used ebay and Pay Pal to scam people. He had done this for months on end and both companies let him get away with it. He would buy items using his credit card through Pay Pal, wait until the items arrived, and then claim his credit card had been stolen. He got to keep all the merchandise and the sellers got nothing back. Last I heard he had ripped off hundreds of sellers and the FBI was looking for him. After months of complaints and talking to the Internet Fraud division in his state, Pay Pal gloriously gave me 1/2 of my money back. To this day I refuse to use Pay Pal - if a seller only accepts Pay Pal, I don't buy. Period. Ebay was no help at all either. I no longer sell on Ebay and I only buy from people with 100% satisfaction ratings who take money orders.

I've purchased 100s of items on Ebay, and unfortunately have been ripped off once. In addition, I had one buyer that was obnoxious and wouldn't pay and then claimed he did pay, but couldn't prove it and it was all a bad experience. For the item I got ripped off on, I paid $60 and never got the item. The seller said they sent it and sorry! So frustrating. Overall good experiences though.

I've been both a buyer and a seller and I've never been ripped off by eBay. eBay is a place for people to sell things. eBay doesn't sell them, individuals do. And individuals will like, cheat and steal. Having said that, I've dealt with nothing but highly professional, honest people with whom I'll do business again.

Do all you people gripe about WalMart? They are the biggest rip off stores in the country, but no one gets on here and rants about the jacked up prices, crappy merchandise and sorry service.
Bah Humbug, you just etched a notch in my Christmas Day.

I haven't bought or sold, But, my daughter, and Dad have. They check on the history of the seller or buyer before deciding if they want to buy or sell to/from that individual. Check it out!

Once I was bidding on a poster @ the last min,and it said someone out bid me and 10 sec later,it was back on there starting @ the same price and the same seller!You know that the seller thout he would get it too cheep so he had a friend bid on it!

I've purchased about 30 - 40 times and never had any problems. One time i did recieve the wrong boxed set of dvds and had to contact the seller. They apoligized and sent the correct set and also as a bonus let me keep the wrong set i already had.

Two times in 500 purchases and sales. It's hard to get ripped off if you're selling. You wait to get the funds first.

I haven't, but my friend has. He was looking for a mini video camera on ebay, and when he bought it, he only got a list of where he could find one
