if you are facing away, they are looking at your butt, and maybe also peeking to see if your undies show above your pant's waistline. If you are facing toward them, then they are trying to get a peek at your breasts through the neckhole opening, which is visible only for a moment, but provides a bit of subterfuge because you go all the way down and then back up, so it seems less obvious. take it from a guy who mastered this hobby back in the days of adolescence
