Safety. (Crime. Environment. Don't want to be robbed getting out of my car; don't want to live near a nuclear waste site.)
Proximity to various services (for example, medical care, public transport, work, shopping especially groceries).
Cost. (Emotional as well as financial. Is this move really necessary and worth leaving friends, family, existing services -- like doctors, dentists, etc. Can we afford it financially?)

I'm guessing your question is about moving to a different geographical area of the country. The three things I would consider to be major concerns about making such a move, although all three are tied into each other slightly:

1) Earning power in that area versus where I am currently. If I make $100,000 here, do I need to make $110,000 or $90,000 there to maintain the same buying power. State incomes taxes relative to where I am currently.

2) Real estate trends in the area. Are property values stable, rising or falling? Real estate taxes relative to where I am currently.

3) Do I prefer the climate? Is it going to be hot and humid all year? Cold? etc. Some people take this very much into consideration for health reasons.

8. termites
9. have to change your address
10. having to paint
11. you have to pack
12. you have to unpack
13. you have to find a new place for everything you own
14. hauling the stuff that you have to a new location.
15. the cost
16. the cost of the house (or whatever)
17. rent if there is
18. jobs
19. a food store (where I used to live it was 20 miles there and 20 back)

hubby is in the military and when ever we move I have to worry about where to find a place to rent, cause we have dogs.

-if you have children then the education system
-if your single then the dating pool!
