They originally thought it was going to be Anakin, but he turned evil, and then they thought it was Luke, but Anakin is the one who finally killed the emperor... so which one was it?

No matter if your looking at one trilogy or the entire saga, it was Anakin Skywalker/Darth Vader.
The prophecy was that the chosen one would "bring balance to the force".
There's two ways to look at it:
1. Darth Vader killed most of the Jedi which brought a balance between the Light Side and the Dark Side.
2. Anakin Skywalker killed Darth Sidious/Emperor Palpatine and ended the current Sith power.
I lean more to the first because in the expanded universe more Sith later rise up, so if it was the second explanation, it would be unbalanced again causing the prophecy to not be fulfilled...

Ok ( if ) we are talking about the original Star Wars films* Then it has to be Darth Vader aka Anakin Skywalker....because near the end when Luke was hurt and down for the count Vader/Anakin steps up and Grabs the Evil OverLord Emperor and Tosses him over the Bridge Destroying him !!
And as Vader / Anakin lay dying Luke crawls near him and removes the mask* and low and behold we finally see what he actually looks like!!!
(( But,wasn't it kinda creepy how Luke in the begining had a thing for Leia? ))

Anakin. He helped conceive Luke AND when Luke (who coudn't stand up to the emperors power) was getting his butt roasted it was he who killed the emperor. Luke was just a supportive influence.
Although if you think about it in the long term it could be Luke since he ultimately brought the Jedi back to the galaxy and bringing back balance through teachings that aligned to both Jedi AND Sith.

Well anakin did fullfill prophercy. Let demonstrate it with this equation.
lotsa jedi = 2 sith <---- Not Balance
after anakin turn evil
2 jedi = 2 sith <----- Nice and balance
So yeah he did fulfill the prophercy of bringing balance to the forces. The only i have with it is how all this so called wise jedi can't figure it out.
Anyway that 2 jedi is obiwan and master yoda. The only two who survive to the jedi purge
