nafta is a trade policy. unfortunately it has not can not and will not ever work as envisioned. the reason? no justifiable balance in wages. both canada and mexico are at a level at which the us cannot compete when wages and benefits are cheaper in both countries.
however, cafta, a much better treaty which would create a balanced wage and benefit scale throughout the whole of the americas is still on the drawing board and it will take some hard negotiating on the part of the white house to achieve it.
as an example of the poor negotiating stance under the republicans in congress and the white house consider this: china has a most favored nation trade agreement which allows the chinese to export goods to the us with little or no tariffs. the us has such high tariffs imposed on goods sent to china as to make it all but impossible to ship goods manufactured here to china.
china can send a two thousand dollar item here for almost nothing, while we pay tariffs which double and even triple the cost of our items to china.
the question is: how long will this situation be allowed to persist?
cafta, the next major trade deal will resolve these trade issues and benefit everyone in the americas.
border issues will be nil since they won't need to travel between nations to find a livable standard of living.

Bush's long term-strategy is clearly to strengthen the economies of our neighbors, especially Mexico and South America, which will work to stop the flow of illegals into the U.S. (it will also work against our enemies like Hugo Chavez)
