If you are really interested and want to go to India to learn Kathak dance, You contact Embassy of India in your country. Indian Council for Cultural Relation gives scholarship to the foreigners to study Indian dance/music. You can search the web "Indian Council for Cultural Relation (ICCR)". You will get full detail and application form also.
Good institutions for Kathak dance are-
1. Kathak Kendra, Mandi house, New Delhi.
2. Bhatkhande Music Institute, Lucknow.
3. Kathak Kendra, Jaipur
It is better if you get scholarship. Govt. of India will provide for your Tuition fee, hostel fee, pocket allowance, study tour and accessory grant for dance dress and jewelery. Rest of the details you can get from website and Embassy of India.

it may not b compulsory to come to india for that ,u may find someone to teach there in ur pklace too.
but if u want to learn it in india,,straightforward come to india and then u may find many good quality academies in north india .
