If you are on dial up and I am guessing from the previous answers you are, the main factors besides dial up being slow are these. Shut down any open programs before starting the download and be sure that your disk is as clean as it can be. Now for the ones that you can't control. It will vary depending on the trunk and connection that you have through the ESS switching computer. If you get a bad trunk it will slow the speed a lot. Also the cable pair to your house. If it isn't good it will slow the speed. You can talk ok on it, but data is a different thing. If you have dial up, when you start to connectand it is dialing, look and see if it doesn't show the connection speed. Like AOL used to show what speed it connected at and if you got a bad one you could just drop off and dial in again until you get a good trunk. I have seen speeds change from 12K to 46K just by doing that.

dial up is slow, try Ethernet or cable if you want speed.
