Hell is not a place, as such, so it being hot or cold is imaginary- a myth. Hell as per Tibetan religion is cold while Indians say it is hot. To create a scare, so called religionists made their own hells.
Hell is supposed to be opposite of temperatures of that region.

For hell to be truly hell.
It would have to have different sections for the things people hate the most.
Some people hate cold hence the term It was cold as hell.
But others hate heat hense the term It was hot as hell.
Usually torturers vary their form of torture since after a while the person being tortures gets used to a specific type of pain.
If Satan truly exists and he is the supreme sadist and torturer then he expect your punishment to vary quite a bit dependin on what mood he's in.

When someone says that there is no Hell, then you must be prepared to ask yourself this question "Is there really a God, yes or no. Chose 'no' and you have a 50/50 chance of going to Hell. Because if there were no God then you just die and that's it, it's over. If there is God then bingo, you won a one way ticket. Chose yes and seek God's forgiveness, only thru the shed blood of His own Son sacrifice, and invite Christ into you heart, and confess Him before others and He will 'know you' and spare you from Hell. Put this 'off' and die before you make a decision and if God is who He says "I Am" in the bible, then at the judgment,"depart from Me, I never knew you", and they were cast into the lake of fire.......hot or cold, that's not where a person really would chose to be.

Hell is a state of mind were you life for ever without God. You can see him but you will never reach him. That's why it is said that that you will be burned is because you will feel the fire of your sins. You enjoy the earth with your sin and no repentance, so now live that way forever. We choose that way. No, it cannot be cold.

in dante's divine comedy the ninth circle of hell (reserved for traitors) is described as being a lake of ice frozen by the flapping wings of Lucifer (Satan) who himself is trapped waist deep at the centre.
(though precisely why he doesnt just stop flapping his wings and so let the ice melt and thus free himself, is a trifle unclear)

no, because hell is below the crust of the earth, and under the crust is a layer of magma, and magma is cooking hot, not ice cold!!!

Hell must be hot.....stated in Qur'an, maybe in Bible also.
