outside you will find a drain pipe coming from the toilet,this will have a round screw on cap..undo the cap turn on the tap in bathroom see if the water is coming down...
if it is then you need to find the sewer manhole cover and open it.
use a hose pipe and push it into the blockage this will clear....
oh do this on drain pipe too if its blocked there...

If it's stuck just in the s-bend of the toilet pan a decent pan plunger should remove it but if it is blocked in the sewer pipes in the ground there should be an I,O (inspection opening) somewhere in the drainage system. You can blast the obstruction out with a garden hose through the IO.

Try throwing a bucket of water down the toilet as you flush it the volume of water plus the flush may just work as it has for me in the past.
eat moree fibre to keep poo loose and soft so it does not happen again!
