Its to keep the opposing team 10 meters from the ball when a penalty is being taken. The penalty area is only 18 meters, the penalty spot is 10 meters from the goal line, so the back line of the penalty area is only 2 meters from the ball, in order that the players are 10 meters away the d is the bit of a 10m circle drawn from the penalty spot that is outside the penalty box. It only comes into use when a penalty is being taken, it is NOT part of the penalty box, and an infringement in the D doesn't mean a penalty will be awarded

Its a circle with the penalty spot in the middle of it, so that noone encroaches on the penalty taker when a penalty is being taken. However, as you're not allowed in the 18 year box anyway the rest of the circle is not drawn, but the D part is outside of the area and so is drawn on. If that makes any sense!?

the d is to prevent apposing players being closer than 10 meters when a plenty kick is being taken THATS RIGHT!!!
