When you go to Mexico there are a million shops but they all sell the same damn thing. So this would mean all the kids would get silvertone bracelets with fake shell inlay or cheap Jacob's ladders. Or those stupid aardvark bobble heads.

Ahahaha... good point! Made me smile! But then Santa would be seen as very unpolitically correct and he'd also need a reason to fire all the American Union Elves. Furthermore, it could lead to recism issues as the American Union Elves would hate the non-union Mexican Elves for stealing their jobs! Hence.... Santa could create some-what of a civil war!
