I think it's mainly because a wet t-shirt clings to the body more, making what's underneath it more visible. If you hold a dry white t-shirt in front of a light source you can see a lot of light through it, but it normally hangs loosely around a person's body, so the space in between makes it seem more opaque. When it's wet and clingy it leaves less to the imagination.

I believe it has to do with how water fills the spaces between fibres in the tee shirt and then acts like small windows to transmit light.

Some times, thank God, that they do.
The reason is sunlight. It easily penetrates the white shirt when it is wet. Water acts like a magnifying glass for the light.
