I think it means that it is easy to slaughter scared cows and use their meat in hamburgers or the likes.
It may mean it is easy to destroy scared people.

I suspect the question is, Do sacred cows make the best burgers? Scared cows make little sense.

Sacred cows are things society protects, for no reason other than they have been protected for a long time, even if there once was a reason to protect it. When they lose their protection, or are made into hamburger, they taste great to people who thought they were undeserving of protection in the first place.

You could start by doing some research. It would also help your grades if you were a little more careful about the way you spell, the use of punctuation and the use of capital letters. Do not be so lazy and use abbreviations. They do nothing for the clarity of an already obscure question.

it means that something that is not allowed always feels better than something that is.

in this analogy, killing a holy cow to make a burger makes the burger taste better.

The question appears to be sarcastic. Maybe an angry cynic wrote it for the test? It is very disrespectful.

Can you honestly tell me how this relates to SPECIAL EDUCATION? By the way, for your answer. Ask a person from India. They worship the things.
