Waiting for a large, general casting call and lining up is one way to do it. An easier way to do it is to find out who does extras casting in your area. If you are in an area of the country with a regular tv show or regular filming in general, chances are you have an agency that specializes in extras casting. How do you find out who they are? One way is to look in the yellow pages under "talent agents." You can call any agent who is listed there and ask if they handle extras. If not, ask who does.
If you are in Wilmington, NC or Miami, New York, or Hollywood, I know that you have casting agents specifically for extras. Most major cities should have some kind of talent agency at least (even if they don't specialize in extras) because there are always local commericals being filmed.
If you can't find a talent agent in the phone book, try searching for "talent ageny" and your city on Google. Lastly, you can also call acting schools (or drama departments at colleges) and ask them who the casting agencies are.

The best way is to find out where they are shooting a movie near your area and pretty much get in line with a thousand other people who are wanting to do the same thing and hopefully you have "a look" that they are wanting

Show up at a casting call, near your location. I worked with a guy once, and he got a few jobs that way.
