My 10 month old for some time now does nothing but hang onto his crib rails and bounce, to the point of loosening the screws out of his rails. What should I do? I am afraid that if I put him in a toddler bed then he would fall out due to he moves quite a bit in his crib when he sleeps. Any advise would be greatly appreciated.

When babies and toddlers find something that pleases them, they'll repeat it over and over. That's what he's doing by jumping--he's happy. Better that he's energetic than have him be lethargic.
Perservere and keep tightening the screws. He's not likely to be ready for a toddler bed until he's able to climb and walk.

Sounds like he's having a good time let him play and keep watching those screws

Keep tightening the rails. Babies do that.
