Im in leeds , west yorkshire.... why does that matter ?

If your store sells alcohol then you need a licence fom your local district council. The fee varies according to the rateable value of the premises.

In fact you will need two licences - A Premises licence that covers the store showing the areas alcohol is to be sold and stored in and locations of fire exits and fire extinguishers etc.This has to be renewed annually.


You will also need a personal licence to show that you are a fit and proper person to hold a licence. You need to get a certificate after attending a training course and passing an exam (Don't worry it's not difficult.) The personal licence lasts for ten years.

The licensing Officer of your local council will be able to give you the appropriate forms and advice.

Up to the city council, by ordinance usually there are only "so many" permits that are allowed unless they vote to increase it. Yes, if you want to sell alcohol (hard liquor) or beer (separate licenses typically) you need a license or permit for each. Also tobacco products. Besides that you probably need a permit to sell fuel, and unsure about having just general merchandise, but probably a retailer permit too, depends on your area, check with the city or town hall.
Cammy: my experience has been in the US, it might be very different in the UK, I can't imagine it would be terribly different though. Where ever the governing body is for your locality I'm sure would be the best starting point. I'm relatively sure that there would be some authorization required for alcohol sales even though it would be a carry-out sale. That's why Lara's question is actually very pertinent, I'm sure you could get a more concise answer from someone more local to you.
