If your just going to use it for work then a basic config should be enough.
as for the regional languages. I beleive you can download character sets for various languages from microsoft.
as for the drives......if you buy a new one it will have at least a cd-rom drive but the floppy you will probably need a USB external floppy. this is a drive that is self contained and connects to your laptop with a USB cable.
and the programs should have an option to install in your local launguage

2. Three year warranty is required as after sales service and spares are very costly.
3.Battery back up should be longer,otherwise it wont help in a long journey.
4. Weight should also be considered..Around 2 KG is O.K.

This is because it is better for this type of stuff home edition is for home hobbies and so on. Professional if for strictly working on that type of stuff and is formated for a more professional work place.

first the life of battery should be considered .
the back up timing that is provided.in all lap top models which ever u buy .half of the battery timing should be considered.
like if its for 3hour back up...actual timing will be 1.5 hours.
2)let it be small and handy
3)tft window
4)watch out for some discounts.
there are alot in market...if u need the the best select sony,if u need a normal model go for toshiba,if u need even a lower model selsct sahara

Well it depends on wot u use it for. For people who type alot of thins , a good CPU,RAM and Hard drive will be use full and getting language packs is just a simple download. Gamers need a good CPU,GPU and RAM.

memory is very important 30gb or so will be fine (512 plus ram)
intel 4
rest is optional kinda as it will depend on what you are looking for (some pc's come with different programs installed)
windows xp is good, vista is out soon but i would wait for it to get the kinks out before trying it
