I stayed in UK for 8 months, May 2005 - Dec 2006. During this period I never received any council tax bill. I came back to my own country (India) and its almost a year , suddenly I got Final Notice from council and asking me to pay 350 GBP , as my council tax. Also if I don’t pay this amount they will send me court summons?
my question is what if I avoid this notice , as I am not in UK now can they really do some legal action on me ?

Providing that you do not own the house you received the bill for there is not much they can do to you in India
If you own the house the council will eventually auction it to pay the debt and if you come back to Britain to live you will have a C.C.J against your name.

I guess you are on a sticky wicket. I don't think they would go to the trouble of pursuing you if they didn't think that the long arm of the law put you out of their reach. I don't know what legal arrangements UK has with India though.

In the order of things your debt to the council is small beer and it is possible the council are playing on your honest nature to pay up the debt.

If you had gone back to India, how come the Council sent you this bill to you?

yes, they may well be able to take action as owing the govenment or other such people is a debt that can be enforced in law, via a criminal charge.

if you are never going back to UK don't worry about but if you are PAY it now to avoid problems in the future

They sure can, and if you don't show, they file judgement against you in your absence. Better off to just pay it.
