If you mean who will win in a war where Ethiopia is fighting to occupy the UIC-controlled terrorities and install the interim government then:
Ethopia will win militarily because it has a superior army and weaponry to the UIC.
But in a scenario like that where part of Somalia gets occupied, then Somalia wil win the political fight, as it will win over world sympathy and atract radical muslim jihadis from all over the Muslim world who think that an infidel nation is trying to stop an Islamic government (one that they're desperatly fighting for to be established all over the Muslim world) from rightfully ruling Somalia.
As a result, the Ethiopians will be dragged into a long guerilla war like in the Soviet occupation of Afghanistan and will be forced to withdraw with heavy casualties.
But if you mean who will win in a war over the protection of the interim Somali government, then Ethiopia will most likely win, without any significant political battle, as there wouldn't be as much sympathy compared to if it got occupied..
