Hentai is strictly porn, and Onegai Teacher is not strictly porn.
I think you'll find that the genre is Ecchi.

It has ERO elements. And yes, it's a weird/abnormal/strange/etc (a.k.a. hentai) anime.
But personally, I'm NOT interested in a boy having a relationship with his way older woman teacher.
I don't care about the whole Debra Lafave thing either, only I prefered to see Mizuho than the other 'hot' teacher.
If Onegai Teacher is a full fledged pornography, I would be more interested.
