Cigarettes and lotto tickets must not be sold to minors because it is punishable under the law since they are still not responsible for possession and use of said items. Smoking is bad for their health while gambling is against morals especially for minors.

It's illegal period.

Reselling bought products is against the law of many states around the U.S personally.

Unless you're working in an official store, not a stall, or pharmacy and have an actual job then no -- It wouldn't be against the law.

Is it illlegal for ppl under the age of 18 to BUY cigarettes or lotto tickets? OK...well there you go there's your answer. I would say yes if it's illegal to buy then it is going to be illegal to sell them too.
