The only game I can recall that didn't require any graphics card at all was a punch-card version of tic-tac-toe. This was from the late 70s when graphics cards hadn't been invented yet.

Now, more likely, you're probably saying 'no graphics card' to imply that your computer has a monitor connected directly to the motherboard (i.e. not very good video, but still existent).

As far as games that don't require a high-end graphics card go, I always find that oldies are goodies.

If you can track down a decent NES emulator and some games (titles ROMs in the emulation community), you'll be able to play your old favorites from the 80s including Super Mario Bros, Zelda, Metroid, etc.

Other games to consider include side-scrollers, puzzle games, tetris clones, etc.

If you prefer 3d but don't have the hardware, you might consider the classic three: Wolfenstien 3d (the FIRST first person shooter, ever), Doom [and Doom 2] (All 3d games for a while were called 'Doom clones'...), and Duke Nukem 3d (...except this one).

Some other good titles come to mind:
Commander Keen
Duke Nukem 1, 2, and 3 (Duke Nukem 3d was not the first Duke Nukem game)
Sim City, Sim City 2000, Sim City 3000 (Sim City 4 is great but it does require a high end graphics card)
Diablo 1 (Diablo 2 will run, but slowly)
Quake, Quake 2 (with software rendering, might be slow)
Starcraft
Crusader: No Remorse

And you can't forget:
Galaga
Pac-man
Asteroids
Centipede
Missile Command
Zork (no graphics, all text)

Last, but not least, PONG
