Can't beat the bulletproof guy in Syphon Filter for PSP?

I'm somewhere near trucks with xing helping me to grenade this bulletproof guy with EMP grenades, but I can't do any damage to this guy. I need help! thanks and merry x mas.

I have not played the game since it is for PSP and I don't have a PSP. But you can always check some FAQs or Guides on one of these two sites (or both)
