What is the difference between a VISA and Master Card ? Why are banks offering these 2 cards together ?

No difference, they are "convenience cards" (credit and/or debit)similar to Amex, Diner's Club, Discover, etc, for use in purchasing goods and services without cash. Also good for best foreign exchange rates when you travel.

Banks offer as a "customer service" and because the interest rates on unpaid balances are usually very high, especially if you default on a payment. (High profit, little risk).
